Abstract:
Website cookie notices influence consent decisions by configuring multiple design cues within the privacy calculus consumers apply when evaluating data disclosure. Results of an online experiment (N = 776) suggest that freedom of choice and cookie notice placement influence consumers’ perceived power. In addition, technical language influences perceived risk. Perceived power, perceived risk, and consumers’ emotions influence behavioral intentions toward cookie notices. The findings show that cookie notice cues operate configurally rather than independently, revealing a configurational privacy calculus in which the impact of any single design element depends on the broader configuration of cues in which it appears.
